Emission laws are FEDERAL. It's enforced locally (which depends on where you live).

Besides the possible $10k fine...you can also get fined if you SELL the vehicle to someone without the cats.

Obviously it's NOT enforced as stringently as it should. Some states (like NY and MA...) if a mechanic notices the emissions have been tampered with..they are REQUIRED to NOT allow you to drive your vehicle and call the police to impound your car.

I got no coin in this. If someone can not have to wade around in federal government/EPA shit, more power to you.

I have just done an hour of searching the interwebs looking for anything that resembles a discussion regarding underdog racing and 4runners and cats and 40 mpg. There is no emmisions in Mexico. I'd love to see something that suggests this is possible.

URD has to abide by the same red tape as everyone else. The 40mpg is from a 6 year old conversation between Phil (strap22) Gadget (URD) and myself. If you want to know more about it you are going to have to call them. it is a full ECM piggyback system that they build for you, and you can switch modes.

I would assume NO company would attempt to advertise anything that side stepped federal law and or gave a V8 40 mpg.

As you know they have many emissions "devices" avail to buck the system. But this was a pet project for Gadget.

I completely understand that it is federal. The Fed's have a lot of other things to deal with besides one guy who takes off his catalytic converters. Same goes for the new marijuana laws. It's legal on a state level but still federally illegal. So are the feds going to bust down anybody's doors for growing a few plants...no.

The EXACT same thing for the Marijuana laws. The states are passing a law saying they won't enforce the Federal law. But if the Feds want to they can (although they are very reluctant to do so) arrest people who distribute marijuana. A Doctor can NOT LEGALLY write a prescription for marijuana because prescriptions are controlled by the FDA.

I was not saying it was legal for you to cut your cats off or do anything to the emmissions systems on a state level. I was saying that your most likely not going to get fined 10K for cutting off your cats.

As far as the Marijuana laws go I guess I'm confused and should do more research. I'm not even sure what it means when you say the state wont enforce Federal law. Doctors write scripts for medical marijuana all the time here in Colorado. Again I havent read in detail as to what the new marijuana law entails as it really doesnt apply to me. All I know is where I live they are getting ready to start putting it on the shelves once they decide on the final regulations.

FYI: They also take a pic of your tag if it passes. I didn't have to do the $25 emissions testing nonsense this year because I ran through an on-ramp testing facility (I-25 mm 184) and passed.
