HAVC Actuator clarification

Hello all,
2004 4Runner LTD/4WD/6-cyl

'Clicking' sound coming from the HVAC unit, I took off the glove box. On the left side of the glove box area are 2 actuators (One low, one above).

Does anyone know what the 2 actuators on this side do? (the one 'clicking' for me is the one above.)
