Head lights won't turn on

I just recently bought a 2000 4Runner, I'm having issues with the head lights. The day time lights turn on, but if I go to to actually turn my head lights on, or brights they do not work, but if "flash" my brights the headlights turn on. I have checked all the fuses, head light relay, replaced the headlights and installed a new headlight switch. I'm out of ideas. Any ideas on what it is?
