headlight adjustment

does anyone know how to adjust the headlights on a 99 4runner limite 4x4. my passenger headlight is higher then the driver side. i have been turing thes white, almost looks like a gear by the headlight and nothing is happening. can someone help. thanks.

i also need to adjust them, i read somehting that u turn those grears but dont rememeber what is hor. and vert. so i cant help u much, sorry

According to the Haynes repair manual, when viewing the backside of the headlight housing the horizontal adjustment is to the upper right and the vertical is to the lower left. In the accompanying photo (in B&W) these two light colored screws contrast sharply with the dark color of the housing.
