Headlight Halo Ring Color Laws/Rules???

I wouldn't have any blue or red front facing lights. Asking for trouble.

Make sure they blink in an alternating wig wag pattern too!
OP, check your local DMV laws because every state differs, but I'm almost positive it's going to say only "white", "yellow" and/or "amber" forward facing lights, and if they blink probably only yellow or amber.

All true. Also... see if you can make them flash back and forth. That would look awesome. I'll see if I can google some Oregon laws that would apply.

Several years ago my stepson thought it would be super awesome to put blue light bulbs into the clearance lights on the cab of his Dodge Ram 1500, especially since the truck itself was blue.
It was a lot less awesome getting pulled over by the State Patrol and being told to remove the blue lights ASAP. In fact, they made him take them out on the side of the road while they waited.
I'd recommend sticking to amber or white.

Ah nuts. Haha, oh well it was worth a shot.
But, I didn't see anything about not being able to run white halos though, so I might do that instead.
