On the 2003, there is a little wheel on the back of the headlight, takes an 8mm to turn it. Turn it counter clockwise to raise the light. A 1/2 a turn was enough on mine; with a full turn I was getting flashed by other drivers, especially when I was towing something.
The fog lights work the same way except you turn the wheel clockwise to raise them; at least that is the way it was on mine. I turned them a full turn.

I don't know about left and right. Seems like when I was adjusting the fog lights, that if I tuned the adjusting wheel a few times, they started turning out.
You may just have to experiment.....just mark your adjusting wheel so you know how many times you turn it so that you can always go back to the original setting. Pull up to a wall or garage door at night and mark where the beam hits with the original setting and see where they go as you adjust.
 
Do a google search for "headlight aiming" and you'll find exact specifications and instructions on how to adjust your lights properly. I had to do this after putting in my HID retrofit, because with the new lights the beam was different. It's not hard, just need a flat surface and some masking tape.
