man, i know how you feel. did you have anything done to them, blacked out, etc.? if not, you can try taking them apart & reglueing them. theres write ups in forum on how to do it. even if it dries out, theres still the water marks inside. ive had that happen on another vec.. for me, it was just easier to buy new ones off ebay.

Assuming your bulbs are all in tight and no issues with the bulb grommets, theres a leak in the sealant between the clear lense and the back of the housing. Quickest and cheapest (ie, pretty much free) is to take them out, bake them apart, reapply extra sealant, and bake them back together.
I agree w/ chaz.
Take the headlights housing off the vehicle, use a heat gun to warm up the sealant, take off the headlight lens, wipe all the moisture & reseal them w/ some sealant.
If you have a steam cleaner, run that on the headlight to check there's no more moisture...so you don't have to spend that time putting the housing on and off the vehicle.
