headlight problem

hi guys, i'm working on my friends 2001 4runner and his headlights are driving me nuts. there was a plug and play HID kit on it when he bought it that was junk so i removed it. re fitted his stock lights and the headlights don't work. with the headlights in the off or park position the drls are on, but when in the headlight position the lights are off. tried 2 sets of new bulbs, new relay, new switch, etc. the relay clicks closed when the switch is flipped and the fuses are good, so i don't understand how i'm not getting power to the bulbs. any ideas? thanks
