Headlights Don't Turn Off

I have an 02 4Runner that I bought recently. I'm not sure if the previous owner modded it, but the headlights don't turn off when switched off - it seems like the switch only controls the interior lights. They always turn off when the ignition is turned off. Any ideas? Thanks!
