When I installed mine in my '00 per the Toyota instructions, I can turn the fogs on then kick my headlights down from low beams to the DRL level (running lights on) and the fogs stay on. This has really helped on those nights when visibility was near zero and I was inching along trying to make sure I wasn't running off one side of the road or the other. When I was in PA, I used to drive some god-awfull backroads with no lines on them and the reduction in glare between the headlight and DRL level really helped in addition to the contrast from the Hella Yellowstars.

I don't know if they'll work that way with the DRL's disabled or with a different year, for that matter. That's just how mine work. I have to have the headlights on, turn the fogs on, then I can switch to my running lights (headlights off but DRL's on; same bulb just dimmer) and the fogs stay on.
My suspicion is that the DRL's maintain the trigger for the fog light relay AFTER having the headlights on since the fog relay isn't dropping out.

Just an update on my replacement project:
I ordered the lights w/kit and they shipped quick. Received them in 3 days. Good service with email confirmation and separate email with UPS tracking #.
I reviewed the contents of the box and the lights look great. The brackets are very beefy. The kit includes a decent looking dash switch, relay (if you don't have factory installed) for the fuse box and detailed instructions.
It is a bit chilly here (8 degrees today, 4 degrees tomorrow) so it may be a few days before I do the install. I plan to take lots of photos.
I think I will take photos of the install instructions and post them to my photo site.

The OEM bracketry is a lot more complex than the triangle shaped bracket that comes with the Hella's, but I was able to locate the bolts that are mentioned in the instructions the quote-unquote SR5 only package
It's also cold as balls here too, like 17, so I'll be waiting too. Heated garage is still only 34 degrees, so no work there either. If you posted up pictures that would be great. I hope on getting mine in asap, since the main reason for buying was that I needed to remove/ replace the OEM fogs or else my car wouldn't pass a safety inspection.
It sounds like I will be able to run just parking lights/ fogs, because the only time it mentions the fogs going off in the testing procedure at the end of the instructions is when the switch is turned to "OFF"

i have also picked up a set recently they should be here monday so i hope i will have time to put them in next weekend. oh also i will be putting in 3000k yellow hids in mine for more visible light i will post pics when done.

update
the fogs are here! however on initial look they fogs will need to be modified to fit the hid kit. nothing crazy but the will need modifying for sure. the modifying will need to be done to the rubber dust boot.You will need to cut the boot to run the wires for the bulb. Also you will need to remove the wiring harness from the boot( simply snip the ends off be carful with thes as you may want to reuse them later to wire the hid kit to the factory plugs. also the hid bulbs are a bit tricky to install as well as thes are not regular bulbs and the bulb keeper is not a regular keeper like most foglights i will post pictures soon. as i progress with this install.

This project has turned out to be a disaster.
Last night we worked for an hour and a half getting the stock fog light assembly out on one side. Lying on your back on top of frozen ground was not fun. Every once in a while, a chunk of frozen dirty snow/ice would fall in your face. Yuck.
To install the Hella bracket, you remove two nuts that are holding the top bumper facia trim piece. On the second turn, one bolt snapped. *&^%$.
Long story short, we managed to get all the cover screws out and replaced the factory bulbs and reinstalled the OEM fog light. The screws were bent.
While I love the Hella's, I am not sure how we can mount them since the mounting brackets go onto nuts that have been sitting for 10 years. To replace the broken bolt appears to require removing the grill, headlight housings, wheel well trim to get to bolt hole.
I am sore in 10 different places and quite p.o.'ed
What would you do? Leave OEM or go the distance and do the Hella's ?

Here is a photo that attempts to show the factory bracket upper bolt and the two Hella bracket bolt locations

The OEM bracket is in the middle of the photo. The nut does not need to be removed, just loosened. It slips into a slot on the upper lip.
For the Hella DE bracket, the circle on the lower left hand corner shows the nut (that I broke) that will hold the Hella bracket. For the right nut I have arrows to the two it could be. I am not sure since I stopped when the bolt broke.
