Help, highs are on all the time after fog light mod

Hey guys, I just completed both steps on the fog light mod for my 04 4Runner Sport. First part works good (I can turn the fog lights on anytime I want) but when I installed the jumper from wire 16 - 17, (Red with green stripe and the white with black stripe) my highs are permanently on whenever I turn the light switch on. The fog lights do stay on, so that part is OK. Anybody have any suggestions why this might be happening?

I believe the wire colors have changed over time.
It's been awhile since I did this with a writeup on my '04. Check the DIY Mod sticky in the General Discussion forum with the link to the thread (I posted pics at the time.)

Pin 17 is solid blue in 2003, so maybe the same in 2004.

Let me know if it works and I will update the write up with the different notes for 2003-2004 and perhaps 2005 models years.

So this Fog Light mod has been sucessfully completed on a 2005 4runner? regardless of edition....SR5, Sport or Limited?
