Help identifying a part

I bought my 2011 4Runner Limited almost a year ago and am slowly getting the rust issues under control. (SIDE NOTE: This forum is awesome and before purchasing I spent hours looking at 4runner rust info on this forum. My frame is in good shape but some smaller components like the small bracket pictures still need some work and/or replacement.). It came from Canada and because of the rust it was an affordable vehicle and I've LOVED the past almost year with it and I look forward to every snow storm we have here in Mid-Missouri.

My question is - what is the part on the right side of this broken mount and is hanging down - it's a rectangular shape. After taking the picture I zip tied it back to the broken mount but haven't been able to figure out what it is.

can you post some different angled pics. it's a bit hard to see what we're looking at here. maybe some underneath and further zoomed out. congrats on the vehicle - they are great in snow, with some good snow tires. although having winter 5 months of the year - I'd rather not see snow again for the rest of my life , wouldn't bother me at all haha
