I had a 91 Toy 4x4 that the drivers front caliper failed. Over a month the MPG kept dropping from ~17 to 12. The breaks worked to stop but would not release and the pads would drag.
new calipers/pads/rotors and the MPG jumped up to ~18

i second this, if the truck runs ok its gotta be something with you alignment/brakes dragging/wheel bearings

So today me and my friend checked by getting a vacuum gauge and plugging that into a source of intake vacuum. The vacuum gauge seemed to read low but when I revved it, it increased to normal and above. It was also acting strangely during the revving process it would not hold 2500 rpms it would go from 1750 then jump to 3000 and back down there was no in-between. Then the exhaust during this process was also struggling. When the rpms would jump to 3000 then go back down the exhaust would build up and sputter all at once. yup that can either be a bad IACV or un-metered air getting into the engine, meaning a leak after the MAF.

I would check and replace in this order, based on expense and difficulty:

1)check the intake tube and make sure its attached to the TB, MAF, air silencer pieces, and vacuum hoses securely. Check to make sure non of the intake or vacuum hoses are cracked.

2) Check the IACV using the OHM load specs in a chiltons manual, you can also take it to autozone and they can test it for you if its off the cal. replace the IACV if outside of specs.

3)inspect TB gasket, intake manifold gasket, and fuel injector seals for leaks (old spraying it with starter fluid check always works for me) replace if leaking.

4)same as 3 but this time with the intake manifold gasket
 
i noticed in your build thread you did the ISR mod, did it get ****ty gas mileage soon after that?If so its not sealing properly and could be your culprit

Ill make sure to do that but would this stuff lead to exhaust sounding like that and struggle to push out excess exhaust. It sounds to me like the cat is a lot more likely problem sense it has to do with the exhaust.

My mpg dropped after my ISR mod but that didn't till a month after I did that mod.

You could just be runnig really rich because of the ECU is dumping fuel to compensate for whatever unmetered air issues you have. That will sound like the exhaust is choaking, and if left long enough can deff ruin the cat though youd usually throw an o2 sensor code if that happened.

I've put in a lot of work to find out this issue. So I'm pretty sure its not the 02 sensor or the engine running rich. When I checked the spark plugs they did not look like it was running rich and I checked the 02 sensor with a volt meter.
 
From your own diagnostics you found this to be a IAC, you're just spinning your wheels here jumping to other issue you think it is before fixing the one the code shows. Don't mean to be harsh but change / fix the known issue first before you assume its something else. Buy and new one and be done with it, IAC sometimes can be cleaned but more often than not they still are not 100% go for the new one and then come back and tell us if there are issues, like the cat being clogged and causing back pressure. Now in case you missed it go buy a new IAC :-)
 
I just replaced my while TB with the IAC this past week. What I did what buy a full Thottle Body from a parts seller on eBay several months ago. It was from a same engine Tacoma with < 90k miles. The parts dealer had great reputation and was an actual business in TX. Total cost was only ~ $100 and it comes with a 6 mo guarantee.

I took the part to my Toyota mechanic and he cleaned it and the MAF, then swapped it out for only $40. I haven't done any work on my truck since Aug when I put my tools in storage.

I totally see where you are coming from. I must sound like an idiot just skipping this issue, But I guarantee you that the next thing I do will be cleaning the IAC. I will make sure to post here to let you all know how it went. I cleaned it once a while back when I had this issue but now I will try these other ways of cleaning that I have been told they seem a lot more effective. Also I am keeping my eye out for a new IAC do not worry I am listening to you all. I really aperciate the help, I am currently scanning threw ebay and calling junkyards. :D
 
Guys I'm sorry I have been lagging so hard core. I've just been so busy with school and sports. Here's a quick update. My dad bought a honda accord. Ironically I'm now driving the car he bought when he gave me the 4runner.

I really like the 4runner more then this trooper but I just didn't have the time to figure out what was going wrong with my truck so I've just been driving the trooper, but now there are four cars on the insurance its not economical to pay that especially sense the 4runner isn't being driven at all. We are currently in the process of trying to sell the trooper, But my dad is working with me and bought me a new IAC I should be getting Friday I just ordered it today. So I'll let you now if that fixes the mpg.

Yeah at first when the truck started with the bad mpgs my dad wanted to get rid of it. Now he gave me the choice of which to keep. He knew I would take the 4runner any day over the trooper so now I'm just in the process of fixing it again. If this IAC dosen't fix it ill write down my whole list of stuff that has been done on it and needs to be done so you all can see how much of an effort we have all been putting into it. This problem is such a pain I've checked almost all the likely problems. I just feel stupid for ignoring the IAC when its been right in front of my face for over a year now.

How fast does it decelerate when you take your foot off the gas? Any weird pulling issues while your foot is off the brake?

If you have access to a vacuum gauge, could you check the EVAP canister? Just as a side note, my EVAP canister had a blockage mid way in the hose going to the air box. Found it using a vacuum gauge.

It decelerates normally for what I can feel and the gas cap should be good I figured it would throw a CEL. I might order a bew PCV soon as well.
