Help w/ Intake

guys, i need some help here.
just the other day i was installing HID onto my 97' 4Runner and i decided to get a cone shape air filter to put it on. then realized that there's a hose that was suppose to attach onto the stock air box, however, ever since i put the new cone shape air filter on, theres no way for the hose to attach back to the intake. so i want to know what does this hose do and do i really need to attach back onto my air filter? also, i feel like the car has no power at low RPM range after i installed the air filter.

Doesn't TRD say not to install an intake on your rig if you have an SC

not that i know of, besides these guy has it on his car. its not my car, my car still has stock intake, just that i switched to cone filter, but no idea what that hose does?

According to TRD-USA no air intake system should be added to a SC engine. Maybe its just for new SC.
