Help with alignment

I took the 4Runner in today to get an alignment, the shop said that my camber and caster bolts were frozen. He said that my tires shouldn't wear but that after my suspension settles it might be worse. Are these specs ok? Or do I have to get the bolts fixed to get it into spec?

BTW I paid 100$ for this alignment and the only thing that looks like they got better into spec was the toe. Did I get ripped off?

No, but at least they told you what's wrong. Most shops would've just set the toe and sent you on your way. It's very common for this to happen. Most likely they will need to cut and press out the bolts (along with new bushings) of the control arms.
 
i had the same problem and i was able to free them up. it was only the lower ones. check your dealer prices, on alignments, i had mine done at my toyota dealer for 79.95.
