Help with mods

hey guys- i'm new here

I just recieved a 1999 4runner as a hand down. It's the base model, completly stock, 15in crappy wheels, 4 cyl, 2 wheel drive model.

I understand this isn't much to work with but I would like to give it a "rougher" look.

I leaning towards brushguards as my first mod, then new wheels/tires/lift and possibly some fender flares.
My question is in what order should i do these? I don't have the $$ to takcle all projects at once, so im trying to take it step by step.

So you want your truck to look tougher,

I think the easiest way to achieve this is a 2-3 inch lift, and some bigger aggressive looking tires.

Personaly I don't like the look of brush guards, also I hear they do more harm then good in any small fender bender acidents.
