If you're getting HIDs for the lowbeams, the foglights will be nearly useless with halogens. The foglights aren't designed to project light very much farther. There's a member here (don't recall his name) that has HIDs in his 2006 for lowbeams and fogs.
I would watch for glare. Glare is usually horrible with halogen reflectors, less with halogen projectors--but not eliminated. Do a search for member lawwailok's threads, he has the shield/squirrel finder mod and now a retrofit.
My recommendation would be install HIDs in your low beams first and go from there. You may find that lowbeams suffice with HIDs. I don't use the fogs at all and find them just for the "look" factor when they are on.

In my 2007 I have Apexcone 55w HID in my lowbeams, and 35w HID in the fogs. The 55w in the projectors are very bright but the projectors' sharp cutoff eliminate the glare typically associated with HID in reflector housings. There is almost the same amount of glare as there was with the stock setup - never been flashed by oncoming traffic, and I've driven by and in front of my own truck just to see for myself. You even get the color change with the various angles as you do with projectors designed just for HID.
Now the 35w in the fogs need to be a good quality kit. I originally put in a cheaper ebay kit and the glare was bad probably due to poor "hotspot" placement on the HID capsule. With the apexcone kit (lifetime warranty), there is no extra glare, and the road in front of me is LIT UP.
With this setup as well as a pair of hella FF50 with gold bulbs, I light up the road for everybody without blinding anyone. Bottom line is, our projector low beams and fogs are fine for good quality HID kits.

flipmode, did you mod the squirrel finders in your stock projectors? in your case running 55w, if no mod has been done, i am sure your squirrel finders are somewhat annoying especially 55w, in your setup.
honestly, i replaced the stock white 9006 fogs with some yellow halogen bulbs and that is enough for me to drive in fog, not really need HID setup in my fog. some people misunderstanding "brighter = better".

sorry, what are "squirrel finders?" I don't know, but the lights don't annoy me, and it doesn't seem to bother anyone i've asked. The HID in the fogs are great for highway driving to supplement the low beams, its like daytime in front of me. I have 5000k in both. For actual fog or bad weather I use my hellas mounted on my bullbar.
