high beams won't go off

One day I was driving and turned on my lights, and my high beams appeared to be stuck in the on position. After flicking the high beam lever a couple of times, they went off, and back to low beams. The next night, they were stuck on again, and haven't gone off since. I now drive with my fogs on with oncoming traffic, and high beams when alone. Is this a relay problem? Does anyone know what the problem could be?

My guess is that the headlight switch is faulty.
