How do you remove this piece?

I'm trying to install some 2006+ style headlights on my 04, but having a hard time getting the old ones out.

I have all the bolts out except this one hidden behind this piece. How does this black piece come off the bumper? I see some push clips on the bottom, but even with those pushed up, it still won't come off.

What's the trick?

Also, another question about the assemblies. Are they adjustable at all?
Can the whole assembly be adjusted up/down?

I used a snow plow to remove mine (slid through a stop light)

from what I could see, after the bumper was in pieces on the ground, you have to deal with those slide clip things. when my girlfriend and I replaced my headlights the first time we bent the piece out enough to get around it..... but that was in the summer when the plastic was pliable. best of luck to you on those PITA clips

also the whole headlight housing does not adjust. It sits where it sits... that being said you can use the headlight adjustment screws to adjust up/down and right/left. just don't over tighten them. I found a philips screwdriver works on the side that kinda looks like shark teeth if you go straight in at it..... if that makes sense. If that doesn't work break out the 1/4" ratchet with a 7/32 or 7mm or some crap. and did I say don't over tighten?

Get underneath the bumper and look up. You will see plastic rivets sticking down. Squeeze them gently with some pliers to release them and lift up.

ya I saw those, and did that. But it still doesn't move.

is there anything else holding it on? Does the piece lift off the bumper, or slide off? It just doesn't want to move.

Take the bumper cover off. Unbelievably simple to do. Theres 4 bolts underneath, one on each side that screws into the fender, and those fender liner push things and Viola'!! Then you can get to it and take it off with ease. Oh, don't forget to unclip the wiring to the fog lights. I did and it made it a real ***** to get them off. lol
