Bought my Metallic Gray 2016 Limited two weeks ago with Exhaust Tip and All Weather Mats/Tray as the only options. Most dealers in the Portland, OR area don't seem to want to deal on 4Runners. Makes sense since a couple of the dealers are "one price" and every fourth car that I drive by is a 4Runner.
At Toyota of Gladstone, the MSRP was $44,350 on the vehicle I wanted (though the invoice they showed me had an $895 VIP package that took it up to $45,245). Without that package, the invoice price was $41,887. We ended up at $42,040 + title, registration, and tags for a total of $42,602 out the door (I still get the VIP package for whatever it's worth). I also asked them to throw in a set of crossbars to close the deal, but I have to install them myself.
This was $1,000+ better than the second best offer I got, which was from Vancouver Toyota (and that was only a couple hundred bucks better than Beaverton's "CLEAR" price). Pretty much every dealer in the area had a similar vehicle on the lot, so I was able to shop around--but none of the other dealers would budge. Maybe it's just that these cars move fast (Beaverton sold the car I was looking at while I was on the lot), but I think the lack of sales tax also has something to do with it. Oregon dealers have a huge pricing advantage over dealers in other states, so they seem less willing to move on price for a 4Runner.
I'm jealous of some of the LE prices I've seen on here, but the lack of sales tax makes up for it, and I really don't think I could have done much better without taking a lot more time to make a purchase.
EDIT: Looks like my price is lower than any of the sales listed in my area on TrueCar, but is only moderately below average nationally.
