Well car 2 seems better than car 1 from the pics, but neither has any "problem" rust at all from what you show there.
Car 1 might be due for a little under belly maintenance and touch-up but that's it.
Compared to real rust buckets T4R2014's comment is spot on

still. even though the first looks worse, it doesn't appear to be anything to worry about in terms of the vehicle safety or reliability.
I live in Maine. I see lots of rust up here.
Both of those vehicles are a long way from being a concern.

Looks great to me, my 4th gen was an abused upstate NY truck before I had it, I would have loved to look under it and see that. Hell, my "skid" plate fell off when I hit a raccoon lol.

That's a bad idea. Leave it alone.
Also, the fact that there is an autolite oil filter on #2 might give me cause for concern about maintenance history.

Why NY T4R in FL
The question I would be asking "why are these 4Runners in Florida?" Did they move down there to die? Are they being imported to hide title problem?
I have seen that when cars cross state lines they have better chances of odometer fruad, and insurance problems because the change in state titles. CarFax doesn't always have all the answers.

obviously the second car has slightly less rust but neither car is even close to being of concern. My car has spent its entirety in a state where the roads are never salted, although we do have the salt water in the air since it's near the ocean and my car didn't look that much better despite taking maticulous care of it. This past year, my car is 9 1/2 years old, I took three cans of Gunk Engine degreaser, a sander, light grinder, a few cans of rustoleum black, hit the problem areas with the grinder pressure washed everything, hit the wheel wells while I was at it, repainted the skids and the car's undercarriage literally looks brand new. Took me about 6 hours.
Long story short if I was buying either of those two cars the rust would be the least of my concern.

If you have to ask, it probably isn't bad enough not to buy... that being said, both look like they have a lot of life left in them and I wouldn't personally be scared to buy either. What I would do is once I got it home I would clean everything up and POR-15 all the weld seems on the frame (and any other visible rust on the frame exterior) I'd also blow out the frame interior with air and then coat it with fluid film (they sell a wand for their aerosol cans).. doing both will likely cost you a day and about $125 and you'll be good to go.
