How to diagnose problem with dealer-installed fog lights?

My '98 T4R has dealer-installed fog lights. They stopped working years ago, coincidentally, right after the dealer did a dash replacement after a break-in (2001). Because I hardly ever use the fog lights, I didn't notice it until a year or two later - too late to bring it back to the dealer to get them to fix it (although I did notice right away that they failed to reconnect the fresh-air/recirc damper, so I did get them to correct that).

Anyway, the symptom is that when I enable the power switch on the dash, not only does the indicator light on the switch not light, neither does either fog light.

I guess my questions are:

1. Is there an easy way to confirm that the problem is caused by something having not been connected correctly when they repaired the dash, versus a problem in the wiring/electronics/housing/etc.
2. If the problem is a disconnect, is there an easy way to get to all connection points, or would I have to take apart the whole dash?

loose wire. If you can follow the wires you should see the loose one , or wiggle them.

There are multiple things to check. Fuse, bulbs, relay, ground. First i would check the plug at the back of the light for power with a voltmeter, should be around 12v.
