How to recoat bull bar with rough black texture.

I recently bought a 2005 4Runner with a bull bar/skid plate on the front. It is black over chrome with a rough sandpaper like texture to the finish. Don't know whether it's paint or powdercoat originally. It's heavily chipped and worn, but what's left behind is adhering securely to the metal. I want to recoat it, but unsure what to use to match the texture. Don't necessarily want to strip it all down and start from scratch.

Let me know if you have any thoughts on the subject. I've seen lots of plastidip threads, but couldn't locate anything like what I'm looking for. Thanks

Previous owner painted over chrome which really never works. You can try sanding it all off, using an etching primer, and repainting it but It'll flake off again.

sand it, clean, prep and Rhino Liner. Problem solved.

If you leave it like that and try to match it probably won't look right as not every paint adheres to each other nicely, consistency will be off, and you will be in the same problem you are now.
