You can rent a torque wrench at AutoZone and bring it to your quasi-mechanic. Hopefully he knows how to use it.

Is this mounted to the camshaft? Replace the seal at the same time?

Its on the crank. The timing covers and gears are still behind that, so no reason to go back that far for a 'simple' repair like this.
