Idle Issue

My '94 4runner has developed this issue (not always mind you) that when I start the engine the idle will hunt around the 200-500rpm range and it will quite often stall if at a standstill and I'm not giving it revs. After a few minutes driving the issue will disappear and the truck will go back to riding fine. I've been told this could be caused by the egr, either needing to be cleaned or replaced. Is this the main cause or could it be something else? And left unfixed could it cause more issues? I got a quote from a mechanic in the area to clean the three components of the EGR for 100-150, I don't have the necessary tools to do it myself but have seen what needs to be done in the service manual, is this a bit steep?

4runner, cleaning out the Egr is pretty simple if you have a socket set and wrenches, Just unscrew the bolts that screw into the plenum, use wrenches to disassemble the large copper lower line, "make sure you disconnect the electric connection, box" once you have the Egr out there will be a long tube that slides completely out. take some throttle body cleaner and spray on the tube and take some fine sand paper and clean it up, make sure you spray insde the tube really good, do the same with the actual Egr except for sand paper keep spraying until the cleaning fluid is no longer black. You wont need to replace any gaskets they should still be good "Plenum" or some may call intake manifold.
You can do it in less than an hour bro. I just did mine about a month ago.

Next to the EGR is the egr modulator filter. Just uncap and clean it with throttle body spray cleaner.

Thanks guys, I have just moved to the city so don't have the tools necessary. Might ask around though. Is there any negatives if I dont get it cleaned pronto? Someone mentioned declined milage
