Igniter Issues?

So my 4runner won't start. It clicks nothing else. I checked all the obvious things and started looking into the wiring of the igniter box that sits on the coil. There is voltage going in but nothing coming out. I'm just looking for confirmation that this means it is broken before I buy a new one.

When you say it clicks only, is the engine turning over, and clicking, or is engine not turning over?

A click but not turning over, check your starting system(starter, battery, cables, terminals, alternator) That's a no crank issue.

The engine turns over, but doesn't fire is a no start issue, and could be an igniter(could be other things too).

It is only clicking and not turning over.

Not sure what you checked but I would start with... battery, all battery cable connections and both cables condition.

After taking the starter out and putting it back in it turns over. Still won't run though. But I am gonna change the oil and add all the fluids before I try to run it now. It is empty on everything but overfilled with oil.
