So here's an update (and fix) of the issue I was having. To start after [MENTION=88597]MyHigh[/MENTION] mentioned to me the split wafers, I immediately did a lot of research on the system. Like he said, really effective system, but faulty with age. Anyways, I called a locksmith, and they said they would fix it but it would cost me about $130. I said eff that I'm sure I could fix this. So I went to work on my Runner just now. I started by pulling off the necessary trim pieces, and then got to the ignition lock cylinder. The plastic cover for the light around the cylinder comes off with just the pull of a plastic tab. Then, you turn the key to accessory or ACC. And underneath there is a button of some sort that is located on the bottom of the cylinder.
This clicks into a hole on the bottom of the housing.

You press that with something like a pocket screwdriver and pull your key and the cylinder will come out.
After that I took the key out and ended up prying off the metal cover to the actual tumbler housing, there are rivets that hold it in, so I ended up breaking them. (But it fits back on fine and is secure with all trim back on the vehicle.)
There is a snap ring on the back that holds the tumbler housing in place, I didn't have the snap ring pliers as they're at work so I just muscled it. (This was the most difficult part of the job)
Then I just put my key in and saw which wafers were giving me trouble, and removed them by just pulling them out of the housing. Very simple as they are just placed in there.
Here are the wafers.
Then I put everything back together the way it came out, and now I have no problems turning my key, putting it in, or anything. It's like brand new and still locks my key in place (to where I can't remove it with the vehicle on.)
Sorry for the long winded post, but i thought anyone who is experiencing this, could use the info. It's super easy, and took me about 30 minutes. Basic tools were used. Thanks for all the info guys!
