ignition key won't release??

i just bought a used 1997 4Runner Limited. When I turn the engine off, the key won't rotate all the way to the Lock position. it needs to sit for 10 min. before it will release the key. any thoughts out there?

Push key in while turning toward lock

yup. i've tried that. it's like there is a timer or something.

Had an 87 that did something like this.. Try rocking the the steering wheel back and forth a little to release the cylinder.
