I'm having issues... Electrically speaking.

The two voltage readings should be exactly the same. There's no reason for a difference.

13.8V and 14.0V ARE the same value. That's a 1.5% difference. Voltmeters will be +/-3% accuracy or more. I doubt the ECM is even that good. You are all wasting time paying mind to a tenth or two of a volt.

3% would be a very loose meter these days. The cheapest Flukes are .15% for DC voltage. The stuff they're selling at Sears will all be .5% or better. 3% would be useless for most applications. You might as well have a test light.

But you're right about the ECM. The resolution of the A/D converters probably don't support nearly that kind of resolution, and a tenth of a volt isn't a big deal. I've noticed that the water temp reads only in even numbers, and that's likely due to lack of resolution in the ECU.

This is the spec for your basic Sears meter:

NOTE: Accuracy specifications consist of two elements:
! (% reading) – This is the accuracy of the measurement circuit.
! (+ digits) – This is the accuracy of the analog to digital converter.
.........
DC Volts (0.5% reading + 2 digits)

So, yeah, .5% on the meter but forget about tenths over ten volts from the A/ D.

Update: installed the blink relay and that seemed to have fixed the cruise control problem but not the random dead battery problem. Just got in my 4Runner and went to turn it on and everything died, turned key again and nothing. Opened the door and power was restored but turned key and everything went dead again. Had to pop the hood and disconnect and reconnect the battery to get it started. I think I've had all the fun I'm going to with this battery. Going to exchange tomorrow for something else at pep boys.

Put my original battery back in and haven't had any issues. Going to exchange for bosch premium after work today. Seemed like the best battery pep boys carries.

You have bad connections on your battery!

Car batteries don't just die and magically come back to life with enough power to start a truck. What you're describing are CLASSIC battery connection issues. The problem went away when you changed the battery because you made a better connection, not because the other battery was bad.
 
I had the terminals connected and tightened properly. I even disconnected my accessories and solely has the stock wires connected. I'm not sure how much better I could have connected them, i even checked the lines to make sure they were properly secured on other end as well.

Have you tried cleaning the terminals and battery posts with one of those wire battery terminal cleaners. I clean the terminals and the posts every time I install a new battery.
