inconsistent power to power locks 99 4runner

[Sierra Runner]

My power door locks are working inconsistently. When you click the switch once they work, click the switch again right away and they won't work, keep hitting the switch and it seems like there is less and less power, wait 5-10 minutes and it will work again. This happens with/without the engine running. Is there some kind of a relay that needs changing? I seached through the forum and wasn't able to find these symptoms, any ideas.
