Installed new HU with PAC TATO, now volume cuts in and out

This is most likely not the TATO, but an improper speaker output setting on your Pioneer HU.

After many hours of troubleshooting annoying rapid volume fluctuations in my TATO sound output, I came to realize that in the INITIAL settings of the Pioneer (with power off on HU), there is a menu item called SP-P/O MODE. This must be set to REAR/REAR. Apparently (not an audio guru by any means), you have to tell the HU not to attempt to interface directly with the sub as the stock amp does this. Instead, you want the HU to think it is connected to full-range speakers with the rear RCAs/speaker leads (and it is, in addition to the sub). Also, if you have a menu item called "REAR/SP," that should be set to FUL not SW. Obviously, your HU menu might be different, but definitely look there before blaming the TATO.

I replaced my toto because no mater what setting i used my pioneer radio sounded like crap. I replaced it with the metra interface and it sounded soo much better

I just want to say THANK YOU! This fixed my volume fluctuations. I never even knew that menu existed on my Pioneer. Probably should have read the manual. :thanks:
