So the past few days I've been noticing that my White iPhone 4 will not update the weather, but sometimes it will. It's about a month old and yes, location service is on for Weather. Any ideas?

try force-quitting the app (double-click home button so app tray appears, press and hold on weather app icon until it jiggles, then hit the minus sign to force-quit the app). then restart the weather app.
if that doesn't work, try restarting the phone.
if that doesn't work, reboot the phone (depress home button and power button simultaneously until phone shuts down and Apple logo appears).

I've tried all that and it still constantly fails.

is it the Apple Weather app? have you considered trying another app? wunderground has a good one for iOS now...

Yes it's the factory app & I like the factory one. I would consider one from the App Store but I'm not sure if they show up in te notification center or not.

There's where the problem lies... I'd be all for it if I had a computer to back everything up; but I don't.

You can make any app show up in notifications! Weatherbug Elite is great! There are many apps better than stock.

Does iphone 4 have iCloud? Back it up there. Then go to Apple store and get a new phone.
And yeah, get a laptop and use iTunes in the future! The beauty of iTunes is that, like these cases, it backs up everything including your personal settings (such as ringtones for contacts). This allows you to literally duplicate your settings for another (or new) phone. I love iTunes for this very reason.
