It comes with places to hang clothes....is it supposed to come with clothes too?
It comes with a trailer Hitch and ball.... is it supposed to come with a boat too?
It comes with tie downs in the cargo area....is it supposed to come with a YETI Cooler too?

It's your option to choose what you want to outfit it with.
If it had all these things, people would complain it had all these extras!

Kind of see your point, but I don't think your examples are all that solid. A cargo cover is a lot better example of something that could be standard -- a lot like how floor mats maybe shouldn't be a $80 add on.
Some people like them, some people don't. And they want to make some more money on accessories.
Some older gens do not come equipped with them neither.

Cargo cover
My new 2015 Ltd didn't have a cargo cover when I picked it up. I call the sales manager out and showed him the web page ad I bought it from, which clearly showed a 'roll up cargo cover and cargo net'. He tried to show me the carpeted mat which he could roll up was it. Didn't buy that. He had to order one and a cargo net which I have since gotten. What I didn't see in the web page was that the carpeted mats, roof rack bars and the chrome tailpipe were included on the Mulroney sticker in the glove box. All in all I walked away with a great price, and all I was entitled to. What I got with my 2003 Ltd was everything, cargo cover, cargo net, cargo net envelope, the thing that holds like grocery bags, roof rack bars, trailer draw bar, carpeted mats. That doesn't happen any more. More for us, less for you is the norm now. As far as the cargo cover goes, it's alright, doesn't go all the way to the back seats because there is room left to recline the rear seat, something that never happens. Oh well they must think it is important. I do miss the V8, all the storage compartments, the great back of the front seat storage, not the flimsy nets there now. On the positive I am happy the front fender antenna is gone. Now if people will stop running to me so I don't have to buy a new one every 10-13 years, I will be happy. Jeez guys I have two of them in the garage if someone wants to come by and pick them up lol. They rattle and get in the way of hauling stuff for me. If I want to hide something from would be thieves I have a black rug I throw over my stuff. On a 5th gen 4Runner with black interior and rear tinted windows throwing a black rug or tarp over your cargo makes it invisible from the outside.

My '15 LE didn't, had to buy it separately. It did come with two sets of wheel locks and a hitch receiver / ball and two sets of mats. It seems kind of random who gets what / when in terms of accessories up here.
