Absolutely, but cover the entire area of fender in painters tape as well as the base of the jig saw and just go slow. Works better than a cut off wheel, way less heat.Metal fine blade of course. Figured I'd ask before getting all choppy chop with it tomorrow.

Jigsaw worked perfectly for me for the big hole. Just take your time, use a medium, controllable speed and wear eye/ear protection. It’s LOUD.
I started my cut with a drill hole (within the templated circle surface) big enough to fit the blade.

Not to question your desire for a snorkel, but why do you feel you need one? The 4Runner already has a 27.5" water depth (Inner Fender) and even with a modest 2" or 3" lift and bigger tires, the water depth would be approaching three feet! At that depth, you are more likely to float away before you would need a snorkel.
This one was for the taco, but I may follow suit as I know I won't be fording remotely that deep if all possible, but, I have a huge interest in the benefits of dust clouds. Where I live and go is quite a bit of dusty roads in convoy and wouldn't mind less concerns of sucking up what our tires kick up!!

When I have gone off road in Colorado, the last few years have been very dusty due to the drought. When I had my Jeep JK, it leaked dust like a sieve and the inside passenger compartment would be covered with dust; had to hose it out to get rid of it. The 4Runner doesn't leak dust inside like that, and with the cabin air filter, the interior remains dust free. That is one more thing why I like my 4Runner over the Jeep.
