My old T30 is, old. I have seen some newer laptops cheap but with Vista OS. Is it like a PC, just load a 'Win 7 CD' in it? an 'upgrade CD' ?? or do laptop have priority problems with software. thanks.

You don't sound like a "tech" person. I suggest you get a MacBook Air. I have one and they are awesome.
If you want to go the Windows route for a laptop then I suggest finding an UltraBook with a 3rg Gen i5 and installing Windows 7 on it. This will require you to be pretty tech smart.
If you are not very tech savy and must have a Windows laptop then get a Lenovo T430s with Windows 7 Pro with Intel i5 from Lenovo.com - that is my work PC and it is pretty great.
