There is no development to be done
Incorrect. The different markets (Europe, US, Canada, California, Asia, Africa, etc) each have different needs and requirements. For example, the regs pertaining to environmental standards, and the vastly different quality of fuel available mean you can't sell the exact same diesel in each market. That means extra development, more models, more parts, etc.
Right or wrong, most manufacturers don't feel there's a big enough market in NA for them to make the effort.
Personally, I like diesels. I have twin Cummins 450s in my boat now, and many years of experience with diesels. I would LOVE a 4Runner with a small-displacement turbo-diesel. I'd take a gas V-8 if it were offered again, but only for the cache; the current V-6 does the job quite well.
