check your hood hinges, I bet one has a weak or broken spring.
the hood hinges support the hood, the rubber bumpers are just there for keeping it from moving/shaking from wind force while driving and for very "minor" adjustments, the front latch just hold it secure and keeps it closed
Would that account for one side being higher than the fender? If the spring looks fine, can the hinges be adjusted?

Is it high in the back, side or front? The latch adjustment will work for the front along with the bumper stops. The hood hinges are a real PITA. There is an adjustment, the bolts have an internal bevel under the flat part. I would first look at lubricating the hinge. If it’s not free it will bind. Also look at the struts, if they aren’t working freely they will be trying to push the hood up.
