light bar wiring issue with high beams

HI All, I am hoping someone can point me in the right direction with an issue I am having. 2002 4runner with DLRs.

I wired up a small light bar and tapped into the high beams for switch power (passenger side). When the vehicle is off everything works fine, the light bar comes on with the high beams properly.

When I turn the truck on, with the lights off, the relay is clicking away trying to trigger.

I tested the voltage and I have 3 volts going through the high beam wiring when the truck is running but the lights are off. When I turn the regular lights on, I only have .86 volts and the relay is no longer trying to switch on.

Could I have a short somewhere that I am not aware of?

Voltage readings

Engine off high beam wire -- lights off .78v, high beam lights on 12+v

Engine on high beam wire -- lights off 3v, reg lights on .86v, hi beams lights on 14+v

I would suggest into looking into an OEM foglight headlight stalk, I believe you'd need one from a 00-02, that way you can have it run separately as it's own toggle switch.

my light bar ( called moose lights up here) is wired to the battery. The toggle switch is powered from my cigarette lighter wire that runs the relay. Thus it has no effect on headlight wires. So ignition off, light bar off.

I have also read of others who will use a fog light stalk to power thier light bars etc. But I have fog lights

I can do this however I was hoping to control the light with my high beams, one switch instead of two. I had put one on my wife's car as she does a lot of night driving on dark roads and it works perfectly fine tapped into the high beams. Not sure what my issue is with the 3 volts when I start the truck.

It's the DRL system. Bumped into this adding a relay and wiring for double
wattage halogen headlight bulbs. I pulled the handbrake a click or two to light
up the brake warning light in the instrument cluster- that disables the DRLs.
