Well, forget the fact that you have told us little to nothing about your Runner (ie. year, model, etc.); I checked for the part that you are referring to, for a 2006 Limited, and it is called the "LOWER RADIATOR GRILLE". And further, the Toyota part # for it is 5112E. And, yes further, the part runs $47.57 at Villagetoyotaparts.com.

Thanks. 08' sport. I wanna try and put some foglights in there. I don't want to cut up the grill in case I don't like it. I will buy another grill and cut that one to fit the lights

Remove two bolts from inside the bumper which hold in the top of the grille. then tape up the end of a flathead screwdriver and use it to press out the grille from tabs holding it to the bumper. done.
Push out the grill from behind the grill? Or push the grill in from outside to get off?
It almost feels like there might be an adhesive on the bottom?

let me get this right.... you don't want to cut your used, stock grill so you're going to order a brand new one to cut up? Why not just cut up your used stock one and then, if you mess it up or don't like it, order a new one and install it?... seems like this way at least you'd either have the lights in the location you want OR have a brand new lower radiator grill if you can't get it to work out... not hatin', just sayin'.

I don't have to remove the bumper in order to get the lower grill out do I?

Where are these bolts located? I found the clips, but it still feels as if it's attached to the bumper cover
