Looking at 2 different 99's

Like others have said, those all sound pretty expensive for what you're getting. Even the one with the recent head work concerns me. With good maintenance, it shouldn't need new rings at 220k miles.
 
Ask for service records. Buying used is a risk. To minimize that risk, asking for maintenance records helps to reassure that the vehicle has been properly maintained. Get a carfax to check to see how many owners. Lots of owners could mean the truck was problematic and getting dumped off onto the next owner to deal with. Also knowing when the timing belt was done is important. That's an expensive maintenance cost if it's due soon.

Definitely checking the dipstick on clean paper towels is a must. Fluid should look pink/red. Also test drive and check for:

  • delay in response when shifting between PRND2L
  • when giving gas rpm's jump to red before shifting (slippage)
  • car jerks when shifting between gears

Just a small comment, even a good transmission will "jerk" when shifting if the transmission is cold. Should go away after 5 min or so though, so if it keeps jerking then you know there's a problem. You want firm shift points though. Before a transmission fails it is a bit sloppy on shifting, until it doesn't shift at all.

Thanks for the help. May consider the 01'. There is an SR5 01' with 103k miles called on it but cautious states "some minor rear corner damage hence the rebuilt title" would this lower value?

Would want frame checked as the only thing I would do aside from looking under is driving behind it.

That's low mileage for a 4Runner. Worth a look but be attentive for any sort of rear end noise. A salvage title does reduce the value because you never really know what went wrong and what was replaced or not.
