Even finding an 08 is hard to find under 20K. Either it will have a ton of miles or it will be severly beat up. I would suggest at best if you want a quality rig to aim more around the 27-28K price range.

I purchased my truck roughly 3 months ago. Black 2003 SR5 V8. Perfect condition, 77,850 miles, and got it for $13,000. Not a single mechanical problem and I dont ever expect there to be one.Even the undercarriage rust is minimal and the wheels are in excellent condition. My point, you can find a good quality 4th gen for under $20,000, just dont settle for less than what you are looking for and be patient.

Same here, I got a 03 sr5 v8 2wd. 56k miles. Got it for 15,748. No rust (it was in NC I'm in Ga so there never will be. And it will Never have a problem, it's a 4Runner lol

I think I have settled on getting a Early model. Definately must be 4x4 and V6. I found one with about 140k miles but its only 10 grand. Which leaves me alot of extra money for modifications.

What do you guys think?

It has a pretty good service history on the toyota owners website - go check it out. Looks like they did the 90k service but I don't see the 120k service. As long as you're comfortable buying a car with that many miles on it I don't see anything wrong with it.
