Low Beam Headlight Problem

I have an 03 4Runner with DRL's, the low beams have recently stopped working. The DRL's and the high beams both continue to work (both when on and when the stalk is pulled all the way forward) The interior lights do go one when the headlight switched in put in the on position.

I have tried:
1. Jumping the main headlight relay.
2. Testing the switch; Continuity across pins 16, 14 & 13 (I do not have continuity across pins 16 & 12 though which are labeled as having such when the switch is in Auto)
3. Checking all of the fuses.

Could this have anything to do with DRL system? or is that completely independent?

Is there any way for me to confirm that this is not the switch by bypassing/jumping it?

OK, first I'm stating the obvious since you haven't said it. Have you checked the bulbs?

Secondly, check out your headlight fuses. They're in the junction block that's behind the battery.

Then, there is also a relay for your headlights. Try and see if that's it. I.E., move your fog relay into the headlight relay and see if that does anything.

If these steps don't do anything, then it's time to get deeper into it.
 
Crazy

Okay, Now I am going crazy.

I have replaced the DRL relay, tried a replacement headlight switch, jumped the headlight relay in the fuse box under the hood, triple checked the fuses, triple checked the bulbs themselves.

What am I missing here?

Any help is appreciated in keeping me sane!!
