Missing Fog Light Switch

I have a 1999 Limited (all the goodies, highlander package, supercharger, etc....). It has fog lights in the front. My understanding is the switch should be on the left hand side of the dash. I have the gauge light dimmer and e-locker switch. To the left of that there are just two knock-out which are still in tact. No switch. I have done some research and didn't find anything that might explain this situation. The truck has had no accidents or major work which would have replaced parts.

its not built into the headlight switch?

edit: yes it should be built in. the smaller dial, closer to the steering wheel.

The factory switch melts at prolong usage. I came across two of these switches and the metal contact points are dislocated due to the melted plastic.

I am very sure these fog lamps were installed after leaving the factory. Fog lights etc., should run through a relay to save the switch.

Toyota will never use a direct switch to turn on a high amp drawing accessory.

Oh, you are right. It is there and works. All the threads I found mentioned a switch where I was looking, but they mostly had to do with wiring a switch in to an SR5 model. What I was looking for was something like the picture below.
