mounting driving lights-floating

Hey Guys and Gals

need some help, I've been searching for about 2hrs now and can't find the thread I'm looking for. Can't recall if it was here or over at 120 that I saw this but someone had made up brackets that went through the front of the bumper and mounted to some steel in behind it. I need to know how these brackets are mounted??? I took a look and there are existing holes but only on one side so I'm not sure how you'd bolt these things on??? I think I have some drilling to do but some guidence as to where would be awesome...thanks in advance everybody...

yup, thats the one! thank you very much for your help! I wonder why this one didn't come up when I did my search, I used 4 of the words that are in the subject line...ah well, I'll figure this search thing out sooner or later thanks again...:cheers:
