Muffler situation

So I've been working on my 4R lately and discovered that one of the previous owners cut the tailpipe off from the muffler right where it exits from the muffler and thus my situation. Being in California, I don't think I will pass smog when it comes time to smog so my options are:

1. Find a muffler off a wreck with intact tailpipe.
2. New catback system.
3. Weld a new tailpipe on.

What would T4R.org do and what would it cost? This year its only fees, but next year will be a smog year so I can drive around like this for another year before I have to do anything.

Well so if I read this right, it sounds likes the exhaust is still going through the muffler, as well as the catalytic converter. If that were the case you would still pass smog tests, but in most states it is illegal to have the exhaust dump before the rear axle, so just get some new pipe welded on; shouldn't cost more than $60
