Mystery Dealer Installed Equipment

I purchased a new 2018 4Runner TRD Off Road last year. There is one piece of equipment which came with the vehicle that I have not been able to identify to date. I read all 500 plus pages of the manual hoping it would help me determine what this item is. It is a small black button, with two LED lights, and a thin cable ribbon of 6 or so cables, which is screwed onto the lower dash, near the hood latch release (see photo, if I can attach it). The lights have never come on. Is this something related to the towing light loom? I have used pretty much all the other features, but this thing has never lit up. Your advice is greatly appreciated!

I believe it is for the security system. Hit your panic button and there will be a blue light that flashes until you start the vehicle again. Not sure about the button, valet switch maybe?

Was perusing the lineup at Earnhardt Toyota in Mesa, the salesman said they have a dealer installed anti-theft device placed on some of their vehicles, because they're so close to Mexico. He said all the Tundras had a price markup due to this; so you know you paid extra for that.
