when i disconnect the outer tie rod, does the handle come to center when i turn my wheel?

?? Do you mean the wheel? If you disconnect the OTREs the wheel will NOT return to center. The forward momentum of the truck is what returns the wheels to center. If you disconnect the OTREs you should be able to easily push each wheel lock to lock while it's jacked up in the air. Should also be able to move the OTRE in it's socket. It should not flop around though like a limp you-know-what though.
 
since i don't know what to do here, i ordered lower ball joints. i'm gonna get this thing replaced and update the post if it actually fix anything.

omg thank you so much. it was the lower right ball joint. replaced it just now and car steering returns to center. thank you so much!!!!!!

You dodged a bullet, big time! It was only a matter of time that extra stress would make it fail. A lot of us drink the OEM kool-aid for a reason.
