Seller said 7 grand is bottom dollar. Its a loaded up 04, nav and all the goodies with 213K miles. I am going to need to have the timing belt replaced soon. It looks to be in good shape and the frame is in good shape as well. New brakes, tires, wheels, suspension. I am looking for something that I can just play around with, wont be my daily driver. Thanks in advance!

If it has a timing belt, it must be a V8. If you're doing that yourself, it's not expensive. It is expensive if a shop does that job for you.

The book values are just a guideline. NADA is more accurate than KBB for values. Black book is good too. Dealers use NADA and Black Book and also look at wholesale auction prices to gauge value.
$7100 is probably a fair price. Any vehicle with 100-150K+ miles will start to have things (such as suspension, bushings, etc) wear out / break. Not a big deal if you do your own work, but it starts to add up if you don't.

A blown head gasket would be my only concern, unless you are a mechanic and do your own work, then it's not too bad.

Just re-read what you posted and you're spot on. I know that because I work at a dealership in our used car department and do all the appraisals for trade ins. That being said, I asked this question to you guys because it seems they sell for way over what the books say anyway. I looked at auctions and they are all selling for over what the books call for, and the ones listed for buy it now are asking about retail value for a wholesale piece. So obviously they are going for more than what they are "worth." Figured I would ask the people buying them what they think!

And you're right as well. it is wise to ask around to get a good feel for what you should pay. Toyotas do hold their value extremely well and it does seem like Toyotas often go for more than the book (any blue book) says they should.
If I were you, I'd find a nice 4runner for sale on this forum from an owner that's had it a long time and babied it. Plus I think it is worth the drive / flight to grab one from down south so it's not rusted out.
