265/75/16 with no lift and no rubbing. You can go 285/76/16, but you will rub a fair amount.

Up to you? You can buy new tires that fit a 15" wheels and use the wheels you have, or you can buy new tires and wheels in whatever size you want...

You haven't made it clear what the size of the tires are, that are on the vehicle now. From the picture, the tires look small enough to be the standard 225/75R15's
Is that the size of the tires that are actually on the vehicle? or are you just reading the placard on the drivers door jam?
If you do in fact have 225/75R15's, and want to keep the 15" wheels, then the common 31x10.50R15 will fit. You might even get a 32x11.50R15 on there, but that size would probably rub.
This made me lol. You absolutely can increase the "bad-assness" of the car with the biggest tires that will fit. The 4runner's capacity for bad-assness is limited only by the amount of money in your wallet.

I would stick with the stock 15" wheels, because 15" tires are a lot cheaper. 31x10.5's are a classic size that will look good and be available in a lots of styles for pretty cheap.
You won't be able to upgrade the brakes to the Tundra brakes with 15's. Maybe you were never planning on it, so it's not a big deal. Just sayin' though.

That depends on which load range you get, which tire you get, which tread pattern you go with, and how much air pressure you put in them.
The lower the load range, the softer the tire will generally ride.
Different brands can have different tire construction methods. Some of which inherently ride better than others.
An all-season tread will generally ride better than an all-terrain tread. The all-terrain will generally ride better than a mud-terrain.
Pumping the tires up beyond the air pressure they need to support the rated GVWR of the vehicle, will result in a harsher ride than necessary. But that higher than necessary air pressure can lower the rolling resistance of the tires, which can improve your MPG. But it will also wear-out the center of the tread more quickly.
Tires are all about compromise. It all depends which compromises you are willing to live with.
