I'm looking at buying a 1996 green 4runner for $3800 not sure of the trim level, I am sure it's not a limited, it has 155,000 miles has leather which I thought was only a limited. When I look at this what should I look at to make sure I'm buying a good car. and I keep hearing about an e-locker please help thanks

Many had dealer installed leather on an SR5 trim. As far as the e-locker is concerned, I think that was 97-99. Someone with more 3rd gen knowledge will chime in.
Many, well cared for, 3rd gens go over 200k with no major issues. If you do get put a trans cooler on it and bypass the the OE radiator cooler.

Let me tell you about my luck with trying to buy a 3rd Gen
1.) Local guy had a 1996 Limited (140k) that needed a windshield and tires, pretty rough on the inside.. we talked about $3800-$4000.. when i took him the money he said that he had change his mind and is not ready to sell it..
2.) Local small dealership had a 1998 Limited (175) that again needed a windshiled, but was in much better shaped then the 96. test drove it and took it to a friends shop we looked over it.. and i was ready to buy. When i got back the lady told em that owner had decided NOT to sell it... WTF !!!
3.) Last night where i talk to the lady for 3 days she was out of town and told me that she would be back in on tuesday around 9 at night.. told her great i get off at 9 lets meed up and i'll buy it.. about 9:30 she sends a text and told me that it was sold....
For some reason i'm starting to think that i'm not suposed to buy a 4runner...
